Sputnik V vaccine saga: Abrogate contract with middlemen immediately or we hold Health Minister over graft– Minority to gov’t

The Minority in Parliament is asking government to as a matter of urgency abrogate the contract with middlemen for the purchase of Sputnik V vaccine for the interest of Ghanaians.

According to the group, the purported Vaccine Supply Agreement between Ghana’s Health Ministry signed by Minister Kwaku Agyeman-Manu and H.H. Sheikh Ahmed Dalmook Al Maktoum on 9th March 2021 violates Article 181 (5) of the 1992 Constitution and requires Parliamentary approval for international agreements of this nature.

With no approval and having reason to believe that the middleman is an imposter with no authorization from Russian authorities to act as an agent, the Minority insists that government must cancel its contract with them even if money has already been paid.

“We the minority believe that this contract is not in the interest of Ghanaians and whether payments have been made or not, the contract is null and void and government must as a matter of urgency put in the necessary steps to abrogate the contract,” Minority leader Hon. Haruna Iddrisu told journalists at a press conference on Thursday morning.

The Tamale South MP further revealed that the Minority is considering taking action by going according to the Constitution to hold Health Minister, Kwaku Agyemang Manu accountable over his role in the purchase of the Sputnik V vaccine.

“We also intend to explore further avenues under our Constitution and Standing Orders to hold the Health Minister accountable for this graft of international proportions,” he added.

Meanwhile, the Minority is calling for the sack of Hon. Shirley Ayorkor Botchwey for not using the Ministry of Foreign Affairs office to good use

At the press conference, Hon. Haruna Iddrisu said it is clear to the Minority that Foreign Ministry let the country down big time.

The MP added, “the abysmal failure in leveraging historic diplomatic ties with the Russians at a time we in the Minority have unfettered access to the Russians is most embarrassing. She ought to be fired if she cannot meet the basic expectations of her office.”
